The Caucasus Research Resource Centers (CRRC), a flagship program of Eurasia Partnership Foundation, aims to increase the accessibility of high-quality research resources, to strengthen research capacity, and to boost dialogue and collaboration between social science researchers and policy practitioners.
EPF/CRRC Azerbaijan is looking for an experienced specialist to fill the position of Program Director.
Roles & Responsibilities:
- Initiate, develop, and manage research projects focused on analysis using quantitative and qualitative methods;
- Manage and implement research and evaluation studies as well as capacity building activities;
- Develop and produce research and policy outputs that influence stakeholders to promote innovation in service delivery and organizational efficacy;
- Initiate and set goals for the program according to the strategic objectives of the organization;
- Oversee the quality and success of all aspects of program operations, management, relationships with the stakeholders;
- Monitor scopes of work to ensure timeliness, quality, and accuracy of activities contractual commitments;
- Support other managers in delivering high-quality work in line with international standards and within the policies and procedures of the organization;
- Design new projects and draft project proposals in liaison with Development Manager;
- Support the President of Eurasia Partnership Foundation in organizational strategy development and design;
- Establish links with new external partners in Azerbaijan and abroad, and build upon existing relationships to establish the organization as a center of policy and best practice for evidence-based research within the region;
- Carry out effective communication with donor organizations, government counterparts, partners, and other stakeholders;
- Represent the organization at conferences, meetings, and other types of gatherings in Azerbaijan and abroad.
Qualifications Required:
- Hold a Master’s degree in political science, international relations, sociology or in other areas in social science;
- Have more than 5 years working experience in professional organizations and/or companies, with at least 3 years experience in civil society organization;
- Have substantial knowledge in working in a non-profit, including relevant international standards, donor requirements, and the skills required for project design and proposal development;
- Be experienced in research design and methodologies within social science, in particular, public opinion survey design;
- Have robust communication and facilitation skills with all levels of the organization, including the ability to build consensus among groups of diverse stakeholders and effectively engage internal and external teams;
- Work well with people in various communities, institutional and governmental organizations;
- Fluent in English (in both writing and oral), Russian is desirable;
- Ability to manage multiple projects and meet deadlines while quickly producing high-quality work;
- Should be a citizen of Azerbaijan or have a permission to work full-time work permission in Azerbaijan.

The Administrative Assistant will perform specific administrative and some financial functions including standard clerical activities under supervision of Finance Manager.
Duties and Responsibilities:
• Keep track of the office equipment and stationary as well as supervise ordering and purchase of office supplies as needed;
• Arrange for the proper maintenance of the office equipment;
• Arrange accommodations, visas, tickets for the foreign experts and staff;
• Obtain bids according to the standard procurement requirements;
• Maintain database of contractors for frequently needed services of office equipment and fixtures;
• Assist in administration of timely and proper renewal and amendment of service contracts with suppliers/service providers;
• Coordinate short-term contractors hiring and maintain related files;

Relevant Experience & Requirements:

The ideal candidate will be experienced in handling a wide range of tasks and able to work independently to support an executive team in program management, monitoring, documentation, and administrative issues.
Duties and Responsibilities:
- Assist in coordination of program planning and preparation;
- Monitor status of program performance metrics and milestones;
- Take necessary action to ensure project documents are completed and submitted to relevant parties for approval;
- Research for relevant background documents and references to identify issues requiring managers’ attention;
- Assist in organizing events, conferences, and workshops;
- Assist in producing program materials and reports highlighting program activities, and develop other outreach materials;
- Manage social media presence on EPF/CRRC pages on Facebook, Twitter, etc.;

Requirements:
- Master’s degree in social sciences in particular international relations, political science, sociology and public policy preferred;

The Program Development Manager will be responsible to pursue opportunities that will lead coordination and management of proposal development to increase EPF portfolio of projects and its revenue streams. The Program Development Manager will design new programs to produce competitive proposals.
Duties and Responsibilities:
• Design highly competitive concept notes and proposals
• Collaborate across different programs at EPF/CRRC to coordinate the process of proposal planning activities until its submission
• Develop fundraising strategy
• Anticipate upcoming calls
• Participate in organizational representation for EPF by attending and contributing to donors and partners meetings and other outreach efforts
• Lead proposal design meetings as needed and provide leadership on impact pathway and logical framework development
• Expand an extensive network of contacts within relevant donor agencies, other development implementation organizations, academic and research institutions.
Requirements:
An ideal candidate has to have a proven track record of competitive proposal submission and excellent writing skills. This position requires the following:
• Advanced University Degree (Master’s or equivalent) in social science or related fields
• Minimum 2 years of experience in proposal development and submission
• Experience in developing logframes and budget documents
• Project managements skills are strongly preferred
• Ability to perform under time pressure, be flexible, work independently, manage multiple tasks and work effectively as a team member in the fast-paced environment
• Native English speaker with Azerbaijani and Russian fluency strongly preferred.
